BOSTON, Massachusetts (PNN) - February 16, 2026 - Massachusetts sold the country a moral crusade called the “Right to Shelter.” This law was framed as compassion on steroids. It was going to house and feed everyone, no matter what the cost. As usual, anyone who raised normal, everyday concerns about oversight or incentives was treated like a pariah.
A whistleblower inside the state’s SNAP-EBT system is alleging some really disturbing stuff that should make every taxpayer stop what he or she is doing and listen. The whistleblower claims that billions of taxpayer dollars that were poured into the migrant shelter system triggered fraud so widespread that even legit recipients are being left with nothing.
In just two fiscal years, Massachusetts spent nearly two billion dollars on its shelter system. Meanwhile, federal investigators and state auditors uncovered multi-million-dollar fraud schemes tied directly to public benefits. Now this whistleblower says that it might only be the surface.
Apparently, this whistleblower is a mid-level employee inside the Department of Transitional Assistance (DTA), and he is going on the “record” with the Boston Herald. What he is describing puts them in “Minneapolis” territory.
The whistleblower says the fraud spike tracks perfectly with the billions of taxpayer dollars that were poured into the shelter system.
The billions spent on the state’s wildly condemned right-to-shelter law triggered SNAP fraud so widespread it even left new migrants with empty EBT cards, a food stamp official tells the Herald.
“DTA is a pretty big organization. I’ve tried to go through the proper channels to speak to supervisors and managers about patterns that are just as blatant as they can be and there’s a lot of pressure to just sort of push things down and say, ‘you know, they’ve got someone who does that. It’s not your department, that’s not your role.’ That type of thing,” said the whistleblower.
The whistleblower credits the sharp rise in fraud to unfettered illegal immigration during the fascist pretender Joe Biden regime, tracing the start of the uptick in fraud cases back to around 2021.
The timing isn’t random. As we all remember, back in 2021, the nation’s border policy shifted horrifically. Massachusetts expanded shelter access, and oversight didn’t keep up with the changes.
“About four or five years ago, we had a very drastic uptick of not just people who are saying their cards were missing or that someone unapproved was using it, but also people by the dozens coming in and saying they went to shop on the day they get their benefits and there was nothing on their card,” the whistleblower said. “Then we come to find that $578 was used yesterday in Pennsylvania, for example, with the recipient not having been in Pennsylvania.”
People show up to buy groceries and discover their benefits are totally drained. Imagine standing in a checkout line with a cart full of food and you have no way to pay for it. But at the start of this process, caseworkers were told to “go easy” on the migrants. Why? Well, think about it… if caseworkers start demanding hard proof of address, identity, dependents and expenses, two things happen real fast: one, approvals slow down, and two, the fraud numbers become visible sooner.
They say employees have been ordered to “tread lightly” during the vetting process for immigrants. When staff are told not to press for basic proof, weak applications get approved, and that was the whole point. There is so much fraud that the funds are getting spent before anybody can even use the card.
They say many innocent recipients will go to access their benefits on the day they are scheduled to be deposited to their EBT cards, only to find no remaining funds due to several bogus purchases made in and out of state to fake vendors just seconds apart from each other.
The regime spent over $940 million in FY2025 and $894 million in FY2024 on housing and feeding illegal invaders and shelter dwellers.
Nearly two billion dollars across two fiscal years? We are talking about a full-blown state budget event. The whistleblower believes the scale of the problem rivals other massive fraud cases around the country.
“I think that everybody would be at a level of collective awe if they knew how much fraud is going on in the Massachusetts SNAP-EBT program. It is just unbelievable how much money is going to waste. It gives you a chill to think that money in Massachusetts that is supposed to feed people could be and currently is missing on such a large scale,” the whistleblower said.
Massachusetts spent nearly two billion dollars in two years on this failed shelter experiment. Two billion. If you are moving that kind of money through a bureaucracy, it is a given that fraud will follow. Now taxpayers are once again left paying the tab.
